Decision Making
The board of trustees is the policy-making body of the institute.

When it comes to the day-to-day activities, the executive Director implements the policies and decisions of the Board. | back to top |


Responsibility and Accountability
Executive Director

  • Shall act as the principal implementer of the Institute’s Strategic Plan;
  • Shall represent the Institute in legal and other external relations;
  • Shall head the Management Committee of the Institute;
  • Shall Head and Supervise the Secretariat of the Institute;
  • Shall handle the international and national networking, financial resourcing, and human resources development of the Institute. | back to top |

Program Coordinator for Research and Information

  • Shall implement and coordinate the Institute’s program for research and public information;
  • Shall provide support to the various programs , projects, and initiatives within the framework of Institute’s Strategic Plan;
  • Shall handle the Institute’s library, information databases and web site;
  • Shall handle the Institute’s journal, newsletter and other publications;
  • Shall provide regular and timely reports and recommendations to the Executive Director;
  • Shall be responsible for supervising and training of his/ her staff, as follows:

    Research and Information Program Officer

    • Shall assist the program Coordinator in the day-to-day technical work in relation to maintenance of library, information databases, and website; and in other work of the program. | back to top |

    Program Officer for Administration

    • To act as the Administrative Officer and Office Manager of the Institute;
    • To act as Budget Officer;
    • To act as Approving Officer for petty cash disbursements;
    • To supervise and ensure the maintenance and functioning of the office;
    •  To coordinate and provide administrative support to the Institute programs and projects;
    • To regulate report to the Executive Director on the administrative situation;
    • To maintain the Institute's library and supervise the central file system
    • To assist the Executive Director in maintaining Executive/Management files and in other Administrative matters of the Institute| back to top |

    Program Officer for Electoral and Legislative Reform

    • Shall implement the Institute program for electoral, legislative and constitutional reform as directed by the Executive Director;
    • Shall handle the day-to-day liaison and technical work required by the program;
    • Shall monitor the developments in the electoral, legislative and constitutional reform areas and in program activities;
    • Shall provide regular and timely reports and recommendations to the Executive Director. | back to top |

    Regional Coordinator for Local Governance and Development

    • Shall implement the Institute program for local governance and development as directed by the Executive Director;
    • Shall handle the liaison and technical work required by the program;
    • Shall monitor the developments in the local governance reform areas and in program activities;
    • Shall provide regular and timely reports and recommendations to the Executive Director. | back to top |

    Clerk – Cashier

    • Shall act as the appointments secretary for the ED;
    • Maintains the general files of the Institute;
    • Acts as supply and procurement officer of the Institute; and
    • Acts as cashier of the Institute. | back to top |

    Bookkeeper

    • Shall maintain the financial records of the institute;
    • Acts as banking clerk of the Institute. | back to top |

    Clerk/ Messenger

    • Shall maintain the office premises, office equipment and office supplies;
    • Acts as messenger of the Institute. | back to top |


System

  • The board of trustees elects for its new members as well as its officers.
  • The board of trustees elects the executive director.
  • The board of trustees appoints the senior management staff.
  • The Institute has a council of advisors composed of former members of the board of trustees and individuals with expertise on electoral and political work. The Executive Director draws upon these people the consultant for a certain project.
  • The Executive Director appoints other staff.
  • The regular staffs of the Institute are the one manning the program.
  • The Institute hires contractual staffs for short-term projects.
  • Projects may be implemented on specific programs or directly by the Executive Director
